Timo Jokela
Timo Jokela is Professor of Art Education, University of Lapland. He is also lead of University of Arctic’s thematic network on Arctic sustainable Art and Design. He also worked as Visiting Professor of Art Education and Environmental Art at the University of Strathclyde, Glasgow, Scotland (2006-2011). He has been responsible for several international and regional action research projects in the field of art education. Jokela works actively as an environmental artist, often using natural materials and the local cultural heritage as a starting point for his works. He has realized several exhibitions, environmental art and community art projects in Finland and abroad. Jokela has published several articles and books.

Highlights from research publications
Stories transmitted through art for the revitalization and decolonization of the ArcticThis chapter is a narrative description and theoretical conceptualization of the premises, processes, execution and results of a place-specific public art project by Professor Jokela. The Story of Kirkkokuusikko is a memorial to the first Christian church in the Kittilä region in Finnish Lapland. The story of the church conveyed the memories and worldview of the Kemi-Lapland Forest Sámi, their social system and the arrival of Finnish settlers and Christianity in the region. The memorial was connected to the stories of the past, but the dialogue and process involved in making the artwork were very important for the locals, whose background and cultural roots lie partly in the forgotten and overlooked Kemi-Lapland Forest Sámi culture. The case study of the memorial shows how place-based art can function as place-conscious art education, regional identity development, a revitalization effort and a decolonization strategy. Interwoven art-based research and place-specific strategies have the potential to foster revitalization and decolonization in rapidly changing multi-ethnic communities in the North and the Arctic. Revitalization and decolonization are not only about people but also about places, regions and nature.

Mapping New Genre Arctic ArtThe article presents the concept of new genre Arctic art and examples of contemporary art, performances and media productions covering Arctic themes such as resource politics, nature conservation and sustainability. Examples are selected from Norway, Finland, Canada and Russia. The term new genre Arctic art is based on concept of new genre public art introduced by the artist-writer Suzanne Lacy in 1900s to define socially engaged and socio-political public art that involved participatory aesthetics. To some extent, new genre Arctic art follows the strategies of socially and environmentally engaged art in line with international contemporary art. Anyhow, in this article we focus on explaining how new genre Arctic art promotes cultural continuity and pride and possess the agency to hold and revitalise Indigenous and northern knowledge. The selected cases show how artists can empower community members and participants of performances in participation in discussion on resource politics and nature conversation.

Arts-based Action Research in the North
The art-based action research (ABAR) method has its roots in action research, particularly in participatory action research (PAR) and action research in education and is clearly linked with international artistic research (AR) and art-based educational research (ABER). The ABAR methodology was developed collaboratively by a group of art educators and researchers at the University of Lapland (UoL) to support the artist-teacher-researcher with skills and professional methods to seek solutions to recognized problems and promote future actions and visions in the changing North and the Arctic. On the one hand, the need for decolonizing cultural sustainable art education research was identified in multidisciplinary collaboration with the UoL’s northern and circumpolar network. On the other hand, the participatory and dialogical approach was initiated by examining the pressures for change within art education stemming from the practices of relational and dialogical contemporary art. ABAR has been developed and completed over the years in doctoral dissertations and art-based research projects on art education at UoL that are often connected to place-specific issues of education for social and cultural sustainability.
The multi-phased and long-term Winter Art Education project has played a central role in the development of the ABAR methodology. During the Winter Art Education project, ABAR has been successfully used in reforming formal and informal art education practices, school and adult education, and teacher education in Northern circumstances and settings. Winter art developed through the ABAR method has supported decolonization, revitalization, and cultural sustainability in schools and communities. In addition, the ABAR method and winter art have had a strong impact on regional development and creative industries in the North. |
